[ Offshore Tax ] Is citizenship by investment being targeted?

These programs have been a heated topic in the European Union since October 2013, when Malta decided to offer its passport in exchange for investment in the country’s economy. Its Individual Investor Program ran between February 2014 and September 2020. That November, the country introduced a new route for investors to receive citizenship after three years of residence, which could be reduced to one year on the basis of providing “exceptional services.” Three main concerns have driven the pushback from EU institutions against these schemes: First, national citizenship is a gateway to rights such as free movement across the bloc. Second, these programs often lead to the corruption of public officials, and third, investors do not have a genuine connection with their new country. In late September, the European Commission referred Malta to the Court of Justice of the European Union, claiming its program was incompatible with the concept of EU citizenship and violated the Treaty on European Union.

Certain OECD countries are becoming vociferous with their discomfort with CBI initiatives. So particularly the Europeans, I believe the Americans don’t like it either, but they kind of, haven’t been too overt with that. But definitely, the Europeans have been at the forefront of critiquing them and they found, you know there were certain irregularities, but even before the irregularities with Cyprus, they were against it. And now we have legal action against malted with mal the last man standing in Europe. And, my thinking is that once they have their house in order, then they will look outwards. And you know, for example, we saw what happened with Vanuatu losing access to certain, you know, jurisdictions that they could have entered visa-free. My concern is that that perspective would be expanded and they would target C B I programs in general. What are your thoughts on that?
