This group has been founded as a result of the ARMs Class Action group. E.U.C.A.D’s aim is to gather support and take appropriate actions in support of the cessation of ALL discrimination (in all its forms) currently found being imposed on ALL EU citizens either resident or visiting the islands of Malta and Gozo.

Currently these areas are under scrutiny –

ARMS Ltd imposing increased utility bills for Non Maltese EU Citizens (as much as 35-65%)

ARMS Ltd imposition of heavy security deposits (466 euros) if bills required in owner/tenants name

Imposition of a residency certificates (not required by Maltese citizens)

Imposition of a healthcare cover certificates (not required by Maltese citizens)

Indirect denial of your EU rights to the same utility rates due to landlords not being willing to include their tenants on the bills as registered consumers as that exposes the landlord to taxation on their undeclared and unearned income. With no redress through the courts as the judiciary process is heavily weighted in favour of the maltese through frozen bank accounts and garnishee orders being used as weapons to bully and brow beat into submission.

Two-tier bus fare scheme – (resident and non resident) non residents – or residents without id card pay considerably more) Further that if you dont look maltese then the id card is requested but if you look maltese it is not requested.

TV service provision – heavy deposit required by Non Maltese EU Nationals until an id card is produced and then the EU National is subjected to long delays in repayment of deposit

Telephony service provision -heavy deposit required by Non Maltese EU Nationals – as above.

Internet service provision – heavy deposit required by Non Maltese EU Nationals – as above

Shipping/Owner fees – fees are levied ot all NON maltese.

Personal banking – Non Maltese have high running balances imposed on their accounts.

European health insurance cards (EHICs) – Non-Matese cards expire much sooner –

If you are the bearer of the RHA card (Reciprocal Healthcare Agreement) – then you cannot have a Malta issued EHIC and further if you live in Malta you cannot get an EHIC issued by your own country either. A Black hole is ecvident and nobody has done anything about it until now.

Licensing fees for ‘foreign’ market property rentals

Imposition of 7% VAT on the rent payable for leased accomodation which is their principle home

Defendants’ rights are much less if you are not maltese.

Divorce papers requirement for women only – mens divorce papers not required nor requested when applying for id cards or residency certificates.

Car registration tax system on imported cars — hinders free movement -yet all cars here are imported – plus Maltese can import a car under certain conditions without the tax liability

Imposition of GBP 35 fee for issuing an odometer cert when registering second hand vehicles imported from UK

Voting rights in the recent elections to the European Parliament – EU nationals names here were removed from the register.

Although we have rights to vote in EU elections and local elections we are never invited to do so.
