Herman VAN ROMPUY, President of the European Council meets Prime Minister of Montenegro, Milo Đukanović. Montenegro is a potential candidate for membership to the EU. On 15 October 2007 Montenegro signed the Stabilization and Association Agreement (SAA) which entered into force on 1 May 2010. On 30 November 2009 the Council decided to lift visa requirements for the citizens of Montenegro with effect from 19 December 2009.
