Making nationality conditional upon ethnicity is not a popular concept in the modern world. One would be surprised to hear of a country where only white people could become citizens. Nevertheless, one country adheres rigidly to such a system, denying citizenship to those of the wrong skin-colour, even if they are born and raised in the country. This is tolerated in the modern world, but only because such an apartheid system is operated by black people.
