UPDATE: If you hold an EU Digital covid certificate, or EU equivalent of vaccination against covid-19 or a negative test, or certificate of recovery you are no longer required to complete the passenger locator/SpTH form (This includes the NHS covid pass). If you do not hold an EU certificate or EU equivalent, you will still be required to complete the form. Check if you hold an EU equivalent certificate here –

UPDATE: Looks like the at risk country list has been scrapped. An EU citizen will need one of the 3 things mentioned in the video to enter wherever they are travelling from.
