I vetoed HB4 because it goes against our values. This bill callously reduces jobless benefits for Kentuckians who have fallen on tough times and disproportionally impacts our Eastern and Western Kentucky communities negatively impacted by the downturn of the coal industry. HB4 would not increase our state’s workforce participation and it makes us less competitive – and less compassionate – than the 39 other states who refused to take this step.
