Are passport and visa expencensses covered within an EU project?

Gençlik projelerinde pasaport ve vize masrafları proje kapsamında sayılır mı?

This project (TR–12–E151–2013–R1) is carried out under the roof of EU Youth and Education Programme which is coordinated by Turkish EU Ministry, EU Youth and Education Programme Center (Turkish National Agency) and supported by European Comission fund. But Turkish National Agency and European Comission can not be responsible for the project.
