In the Senate, MPs are currently considering whether the “Plan C” presented by the Senate Democratic Party is out of budget. The House of Representatives has passed the Build Back Better Act (“BBBA”) with key immigration provisions and sent it to the Senate for consideration. The budget adjustment process allows the Senate Democrats to pass immigration reform with a simple majority without a Republican vote, but only if such provisions are not considered “foreign” to the state budget.
Plan C includes a probationary period of up to 10 years, including work permits and protection against deportation.
The Office of Management and Budget (CBO) estimates that 6.5 million non-citizens will be released on parole, of which about 3 million can be transferred to legal permanent residence through close relatives.
