I don’t like negativity, but if something is completely out of control then I will speak. So… I am going over one of the last things to fully integrate into this country and so far there are some issues.
This applies to EU citizens and Cat B holders. For others, there is more involved I do believe!
If you are an EU citizen you don’t need to exchange your driving licence, but you need to register it with IMT within 2 months after getting residency. You can do it online here –
Different story if your driving licence is expiring or about to expire then you must exchange it. You have 2 years time to exchange it, if the expiry date is over 2 years you will need to get an exam to exchange your driving licence. This is probably the whole EU rule. The price for exchange is 30 Euro (P.S. Didn’t even get to this point yet!)
So let’s get to step by step.
First, ofcourse you have to have a NIF number and Residency sorted. Residency is another reason not to be able to apply any time sooner!
Once this is done you also will need your Medical Test done. To get this one done you will require Helth number (Número de utente or also known as SNS number). Get this done at your LOCAL health centre aka Centro de Saúde. You can find it with help of google maps. The price for this is FREE. More here –
Once this is done you can get your medical test sorted out. In most cases, this can be done in medical centres even private ones or online here –
The price for this online service is 49 Euro
Once the test is done the doctor will send all the details to the IMT platform, so you don’t need to do it. You will also receive a test copy as a backup in your email.
Now when you have the required details you can head over to IMT online platform and submit your application here –
Now you HOPE! 😉
P.S. While I am writing this I just notice that both forms either you just register your driving licence with IMT or apply to exchange it has exactly the same form – Modelo 37. This is very interesting…
Anyways in a normal situation, you should receive an email with a request to pay the fee of 30Euro and once they confirm your payment you will be asked to visit imt service centre for biological data collection. And the last step you will receive your driving licence in the post! Who knows how long that takes…
As it is right now I even didn’t receive a payment request and it’s been over 50 days now. I will create Part 2 of this story once all is sorted out.
I hope this will help you to get started with this process and if it will get in the right ears I have hope that this situation will be sorted out once and for all…
