Power of passports are ranked on the basis of countries that they can visit visa free. Passport ranking and visa free scores can indicate the economic relations with other countries but more importantly based on the situation of citizens in the country and the likelihood of citizens needing to migrate. Here are the ranks from Passport Index.

Based on this UAE has the most powerful passport because it has good relations with most countries and its citizens are provided good social benefits and privileges to the extent that they do not need to immigrate, reducing the likelihood of them illegally immigration, and hence, many of the developed countries around the world grant them visa free entry. Their citizens also get visa free entry to GCC countries like Saudi Arabia, which usually does not give visa free entry to even developed countries.
This is the same scenario with the developed European nations mentioned in the rank above. Their economic situation is far better and hence their citizens do not need to migrate and their living standards quite match the US or some, are even better than the US. As a result, there is less likelihood of Norwegian or Swedish people choosing to migrate to the US as their citizens get a lot of benefits from the government.
Relations with other countries in terms of the ranking matter and as a result, Israel is not on top of the list. Many muslim majority nations do not have diplomatic relations and a major portion of them do not allow any person with an Israeli passport, forget visa-free in that case.
In addition, some developing countries like Brazil and Argentina are in the list of top 16 most powerful and reason being that they have a middle-class population that can afford to travel and have stable jobs in the country, unlike other developing nations which have most middle class citizens with jobs but are unstable or not well-paid. However, these citizens would need a visa to travel to the US though. It’s the underprivileged population that would want to immigrate and thus, they are the ones who would immigrate by land and hide through transport and illegally and hence, they need a visa to enter the US. A lot of them cannot afford to fly to Europe. for example, in many African and South asian countries, there are a lot of people with unstable jobs who use inherited money from land or their savings to buy a ticket to the US, canada or UK and immigrate their illegally through a tourist visa. That is not necessarily the case even in several of these Central American and south American countries and hence, even Mexico can enter many european countries visa-free, though they would need a visa to the US as their underprivileged population are the ones that are seeking to immigrate to the US.
