Colombo is helping investors in the stadium navigate a federal immigration program referred to as “EB-5.” It offers a green card, or permanent U.S. residency, to foreigners who invest $500,000 or more in a project that creates jobs in economically depressed areas such as Parramore, the location of the new stadium.
